| Mr. Speaker Sir, I have the opportunity to know that the
anti-corruption Commission ofices are to be opened in all Federal
Ministries and Parastatals throughout the Federation. I was now
wondering if the Anti-Corruption Acts have anything to do wih the States
and Local Governments. When I got to Abuja, I was convinced that the
bill passed by the National Assembly supercdeds whatever laws we have at
State and Local levels. It is on this note that I want to seriously
appeal to the Anti-Corruption Commission to think about establishing
their offices in all states of the Federation and each Local Government.
I have to take this position because of some information, petition and protests that have been reaching some of us from the various Local Governments.. When we started the democratic system of governance in the State, the rural people, the masses, our supporters, followers including our families, heaved a sigh of relief because they thought the good times were now here after suffering and being battered by the likes of the hon. Member for Imeko/Afon (Capt. Adedeji rtd). Mr. Speaker Sir, the reports that are coming in from some of the Local Governments show that we have not learnt any lesson at all. I wonder why some local Governments would indulge in wasting public funds in sponsoring 10, 15 community leaders, party leaders, staff or whatever to Hajj when the State Government would continue to shout that there is no money. I wonder what right the Local Governments have to purchase vehicles for community and party leaders with public funds. I am surprised that they bought vehicles with government money and distribute them. I wonder where we are heading to. This was the system under the Late Gen. Sani Abacha when he was thinking of suceeding himself. Year 2002 is around and some of the Local Government Chairmen may want to impress their people but I do not think that is the way to do it. I believe the case of late Kabila should be a lesson to a lot of us who are in the corridors of power today. Kabila was killed by a close Aide. When Kabila was alive, he was one of the sycophants and among those who was saying everything he was doing was good and he was the one that killed Kabila. I think that should be a lesson for all of us, leaders from the Federal to the Local Government levels. The military used sycophants because it was those sycophants that allowed late General Sani Abacha to do what he did. It was sycophants that advised General I. B. Babangida to annul June 12 election results which put us into problems which are still there. And now, we have elected leaders at the local government level who are spending public funds anyhow, just because they want to impress sycophants. I want to appeal to the Anti-Corruption Commission to set their offices in all Local Governments and interepret the anti-corruption Act into Yoruba language...into all languages so that the rural people can know where they can report that type of practices. |
